Honduras' interim government offers crisis plan

TEGUCIGALPA, Honduras – Honduras' interim leader has offered to resign and back exiled President Manuel Zelaya's return home, provided the ousted leader give up his claim to the presidency.

The offer appears to contain little new, other than allowing Zelaya to return without facing arrest.

A representative of interim President Roberto Micheletti says Congress would still have to approve an amnesty for Zelaya, who was ousted in a June 28 coup.

Arturo Corrales said Thursday the deal was presented to a delegation from the Organization of American States on Tuesday.

Under the proposal, whoever is next in line of succession under the Constitution would assume the presidency.

Corrales said the delegation had not responded to the offer.
